Everyone is really only nominally in character. Kira is hotheaded and yells at everyone. Miles is an Irishman saying Irish things. Odo is gruff and disinterested. And Quark is a weird sex pervert.
It's like it was written by someone who saw maybe a small handful of season 1 DS9 episodes, but considering how early this still was in the show's production, I can't be too harsh.
I will give it props though for bringing back the Hortas. They were my favorite TOS alien.
